The Second Announcement of Environmental Impact Assessment

The environmental impact report of the energy conservation and environmental protection comprehensive upgrading project of Shandong Dongjia Group Co., Ltd. has been basically prepared according to the Environmental Impact Assessment Law of the People's Republic of China, the Interim Measures for Public Participation in Environmental Impact Assessment (HF [2006] No. 28) The Notice of Shandong Provincial Environmental Protection Department on Strengthening Public Participation in the Supervision and Management of Environmental Impact Assessment of Construction Projects (LHPH [2012] No. 138) and other relevant regulations on environmental impact assessment will publicize the construction of the proposed project and the relevant contents of environmental impact assessment, so as to widely understand the public's attitude towards the proposed project and the opinions and suggestions on environmental protection, and accept the supervision of the public. The relevant information of the proposed project is publicized as follows:

1、 Overview of the construction project

Project name: Energy Conservation and Environmental Protection Comprehensive Upgrading Project of Shandong Dongjia Group Co., Ltd

Project overview: The proposed project will upgrade the existing 60000 t/a titanium dioxide production line in the plant for energy conservation and environmental protection. The main construction content is to upgrade the washing process in the water washing section from plate frame washing to membrane washing, so as to save the primary water consumption and reduce the wastewater discharge; Dismantle 1 # and 2 # old calcining kilns, 3 # as a test kiln, replace it with a 4-meter diameter energy-saving and environment-friendly calcining kiln, and provide efficient venturi, water scrubbing tower, electric demister, and alkali scrubbing tower environmental protection facilities. Dismantle the original 35m chimney, build a new 60m kiln chimney, reduce the emission of waste gas pollutants, and achieve environmental upgrading; Replace the double effect concentration system in the concentration process, the filter press in the salt treatment process, and the large high-efficiency flash evaporation equipment in the drying process to reduce the steam consumption and achieve energy saving upgrading; The hydrolysis process is upgraded to adding crystal seeds, the bleaching process is replaced by a large bleaching tank, the crushing process is replaced by an imported Raymond mill, the wet grinding process is replaced by an efficient sand mill, and the chemical treatment process is upgraded to a new coating process. With the same capacity, the product quality is upgraded and the product structure is optimized.

The Guiding Catalogue for Industrial Restructuring (2011 Edition) (revised) is divided into encouraged, restricted and eliminated categories. The proposed project belongs to "23. Technology development, application and equipment manufacturing of energy conservation, water conservation, material conservation and environmental protection, and comprehensive utilization of resources" in the "38 Encouraged Categories of Environmental Protection and Resource Conservation and Comprehensive Utilization". The project construction conforms to the national industrial policy.

2、 Overview of the possible impact of the construction project on the environment

1. Exhaust gas

① Waste gas from rotary kiln calcination

The calcination tail gas is mainly the flue gas produced by the calcination kiln. The characteristics of the waste gas are that it has a certain temperature, a large moisture content, sulfuric acid mist, sulfur oxides, titanium dioxide particles, water vapor, etc., and the emission rate is relatively uniform.

The calcined tail gas first passes through the settling chamber to remove most of the particulate dust through inertial and gravity sedimentation, and then enters the Venturi scrubber to turn part of SO3 into acid mist. The dust will condense into large particles after being wet with water, and then be discharged into the recovery pool with water. The waste gas will then pass through the alkali spray tower to remove SO2 and acid mist. The temperature will drop below 50 ℃ at the same time, and then enter the electric demister. Under the effect of high-voltage electrostatic field, The acid mist, most SO2 gas and a small amount of dust are removed, and the tail gas meeting the emission standard is discharged overhead through an exhaust funnel with a height of 60 meters and a diameter of 2.5 meters.

② Dusty tail gas of process unit

The dusty tail gas of the process unit mainly includes titanium dioxide powder and the tail gas containing titanium dioxide particles in the packaging process. The above dusty tail gas is dedusted by adding pulse bag filter at the outlet. After the treatment reaches the standard, it is discharged at high altitude through a 25-30m high exhaust funnel.

③ Dry tail gas

The washed TiO2 was dried with a rotary flash dryer. The waste gas generated in this process is mainly TiO2 dust, which is discharged through two 35m high exhaust funnels after being treated by pulse bag filter.

(2) Waste acid

The waste acid produced in the production process is mainly the waste acid produced by the hydrolysis slurry after the plate and frame filtration. The acid content is about 18% to 25%, and contains ferrous ions, titanium dioxide suspended solids and other impurities.

The waste acid produced in the primary water washing process contains 20-23% sulfuric acid. After the calcination tail gas is preconcentrated to 30%, part of the waste acid is directly returned to the acidolysis process for acid preparation or leaching, which is used to adjust the acidity coefficient of the titanium solution, but its amount only accounts for 20% of the total emissions; The remaining waste acid enters the renewable resource workshop of Dongjia Group through the pipeline for the production of polymeric ferric sulfate.

(3) Wastewater

The acid wastewater generated in the project includes acid hydrolysis tail gas washing water, calcination tail gas washing water, primary water washing wastewater, vacuum crystallization tank washing water, filter press washing water, evaporator washing water, and waste acid treatment filter cloth washing water. The acid wastewater generated every day is discharged into the sewage treatment station for treatment, and the domestic sewage is discharged into the municipal sewage pipe network after being treated in the sewage treatment station.

(4) Solid waste

The waste residue discharged from the retrofitted plant is mainly the green alum from the black area separation process, which can be sold as a by-product.

The solid waste of the project is mainly the red gypsum discharged from the sewage treatment station and the domestic garbage of the staff, and the red gypsum is stacked in the special slag yard of the company. Domestic garbage shall be disposed of uniformly by the environmental sanitation department.

(5) Noise

The main noise pollution of the Project mainly comes from furnace house, ball mill, Raymond machine, etc.

3、 Main conclusions of the EIA report

The energy conservation and environmental protection comprehensive upgrading project of Shandong Dongjia Group Co., Ltd. meets the requirements of national industrial policies; After implementing various pollution control measures, the proposed project meets the local environmental function requirements; Meet the requirements of cleaner production and circular economy; From the perspective of environmental protection, the project construction is feasible after fully implementing the pollution prevention measures proposed in the report.
